What groups do you belong to? Your family, community, country. . . ? Each group has rules and leaders. Each one has to solve problems together.
American Indians were no different. For most, family was the most important group. Some American Indians lived in small groups with little government. Others were members of large communities. Large communities had an organized government. The government was a group of people who solved problems and made rules for the community.
